Assisting the Presidency with Improving Local Government Management
The Department of Monitoring and Evaluation (DPME) within the Presidency has been mandated to regularly assess the quality of generic management practices in departments. Considering this, DPME in collaboration with other municipal sector departments, developed the Local Government Management Improvement Model (LGMIM). LGMIM is a model or technique that is used to measure or benchmark the institutional performance of municipalities across a number of key performance areas. In each key performance area, performance is assessed against standards established by the relevant transversal departments (e.g. Department of Water and Sanitation for water services). Each municipality is required to complete a self-assessment of its management practices in the six Key Performance Areas, namely: (1) Integrated Planning and Implementation, (2) Service Delivery, (3) Human Resource Management, (4) Financial Management, (5) Community Engagement/Participation, and (6) Governance.
The purpose of the self-assessment is to assess the current level of performance of the municipality and to pinpoint areas that are in need of improvement. LGMIM provides a consolidated view of a municipality’s performance across several critical key performance areas, thus making it easier to prioritize areas that are in need of significant improvement (at local, provincial and national level). LGMIM identifies four progressive levels of management performance.
Emanti were appointed by DPME to develop an Excel-based LGMIM tool and associated database to analyse the resulting data. The LGMIM tool has already been developed. The tool requires the user to select the status of management practices within the municipality, and also requires the user to verify that they can show evidence/prove compliance that these management practices are implemented. The associated LGMIM Database, which is used to import and analyse data obtained from the LGMIM process, is currently being developed for release by end-2014.
